Dress as though you were going to a wedding, hat and all if possible. The other people attending will have made a big effort and you don't want to let your friend down. For the party -- well, try to find out what other people are wearing. A pretty dress sounds fine.

Would your parents or your friend's parents be able to advise you? Failing that, would you be comfortable asking the advice of the rabbi (at the synagogue where the Bar Mitzvah is taking place) or the rabbi's wife?

I wear what I want to where ever I want... CLOTHING is the best... if anyone complains about what you wear then tell them they can start buying you clothes that they think is more appropriate any time !
