are the goverment privatising wheel clamping in Ireland if they are what do u have to do to become a clamper ?

I had a friend name Jed Clampit He very good at it and very dedicated to the private Company Wheeldons ,One day he clamped all 4 wheels on the Brewery horse drawn waggon.He thought he would get paid for the removal of the clamps off the 4 wheels. .By this time the horse got stressed being on over time It got Double nose bag straw for that .He old Jed only got paid for1 wheel .I remember he clamped an ambulance on a 999 the delay caused the death of the patient .which was a wheel clamper so no charges were given in fact Jed got a pat on the back .He clamped A persons wheel chair a baby's pram a rail way engine .He even clamped his Granny's zimmer frame .He got the sack when he clamped Tony Prescott's Jag made him late for the bar opening at the houses of Parliament .After that Jed died cause some one clamped his clamps and he couldn't get them free

To become a wheel clamper you have to be a complete bar''@@d YOU CANT HAVE ANY FEELINGS FOR OTHER PEOPLE
if you have you cannot carry out your job
not sure if they are going ahead in Ireland

May I ask just what a wheel clamper is ? Is it like the the boot that is put on cars that are parked illegally in the USA or something entirely different.I'm just very curious.Thank you.

If so the requirements of the Security Industry Authority are clear.
