I believe that GIMP has a cartoon filter that can help create your desired effect.
You can download GIMP from here:
http://www.gimp.org/
Other than this, I don't know of any other programs.

You can do this with photoshop there are tutorials over the net.
also u can jsut paint over the picture with paint bucker...Colors that look the same as int he picture but it will give it a cartoonish look.

A good program to use is adobe illustrator, this is my personal favourate. i use it at school all the time. Hope it helps
