Get into some obedience classes with a trainer who does showing themself. They will be able to steer you in the right direction here. If you want to do any kind of proper dog showing, obedience training is a must.

The dog shows that you see on TV are really rather compilcated. A dog needs more than to be purebred to compete, it must be registered and meet the standard set by that registry. Dogs are specially bred to meet these standards, and puppies from back yard breeders, pet shops, and shelters just won't make it. Finding a show dog is a long, hard thing to do! If you are interested in really getting involved in this sport, start by checking out local kennel clubs, or breed clubs in your area. You can find them at www.AKC.org.
Now, as to your little dog. Many places offer pet contest where dogs are awarded ribbons based on the judges opionion of which is cutest. Here the local shelter holds one every year, so does the 4-H club. Yesterday we had our annual contest for best costume at the local park. You can look for opportunities like this where you live, too. Check local pet shops and classiefied papers for up coming events. I will warn you though, most time the ribbon goes to the cutest kid, not the cutest dog.
Also availible to your dog are obedience shows(yes, some places have obedience titles for mixed breeds or non-registered) agility, fly-ball, rally, and several other sports. Check out any local obedience clubs to find out more!
I am so happy that you think your dog is so wonderful. Please never forget that! I got into dog shows because of a purebred Rott female that was very pretty, and the greatest dog, but would never win in the ring. I have never forgotten her, even though I have had many "better" dogs since, including many Champions. Some show people sometimes forget those dogs, and even forget how to apprietate the beautiful mixed breeds out there. Remember, showing is about the love of dogs, no body should love a standard.

I have no idea what "Most Groomed" is. You can enter your dog in SHOWS and they are judged against others of the same breed to see who is "Best of Breed". You should do some online research first so you do not end up a laughingstock.
There are "shows" for grooming....but it is Poodles that are most often entered in them since they have a coat. The judging is based on the groomers work and they get the award, not the dog.

Go here and read about Dog Shows.
http://www.akc.org/events/index.cfm?nav_area=events
First he has to be AKC registered or have an AKC ILP. Go here to read about what they are and the differences.
http://www.akc.org/reg/index.cfm?nav_area=registration
Second - for his breed, you can obtain Championships in Conformation, Obedience, Agility, or Tracking. (Other types of competitions but they are breed specific.)
The first require superior and near perfect body structure, movement, coat, and temperment plus the animlas must not be spayed or neutered and fully registered with the AKC. An ILP won't do it.
The others which are performance competitions all require thousands of hour of training and the animal can be spayed or neutered and can be fully registered or have an ILP..
Although the dog needs to be broomed to show, you don't get a prize just for grooming. PERIOD. Not at a real show that is recognized by the AKC
Go here to find out where there is a show in your area you can go watch:

Showing dogs is something that takes a lot of time and money to get into. People who own show dogs, start the puppies out very young, getting them to stand just so, and used to being handled just so. Judges look the dogs over everywhere and the show dog needs to be very relaxed. There are a lot of fun local dog shows around here, like at the county fairs and such. Maybe you could find something like that near you and enter Bruiser in one.

Hi showing dogs is not just based on grooming as this is something much mre refined that grooming & firstly your dog as to be registered with a Kennel Club & it will have to meet the *Breed Standard* for it's breed...although we might all think our dog is the best in the world & indeed it is to us that will not apply in the show ring & showing dogs is not so simple...
I have shown & had many winning dogs that I have also bred but there is a lot of work & thought goes into showing...
The whole thing of breeding to standards is very difficult & you have to know genetics to be able to be a good breeder...
Beware of dissapointment if you are thinking that this will be just based on best groomed...Regards Jake

You can go to a show and watch the Chi's and meet some breeders. The chance of yours being show quality, unless it was bought as a show prospect from a show breeder (in which they would have educated you about shows) is very unlikely. It is about much more than which dog is cute or well groomed.

You dog needs to be registered first... is he AKC registered? (there are other registeries, but I am not familiar with the ins and outs of a Chi.)
Contact your local AKC office, or go to the AKC website and find local clubs. They will undoubtedly have a listing of people and shows, and will be happy to help you

Ummm.......I don't think you understand it at all. There are several dog sports.....you're probably talking about conformation. But the requirements are stringent and complicated. Talk to a breeder.
