Wow, I suppose if she is afraid of Santa you will traumatize her by forcing her to sit on his lap.
She is scared and relies on her parents to PROTECT her. And why, pray tell, are you ok with daycare PUNISHING her for being afraid? Would you let them put her in time out if she was afraid of being smacked in the head by another child?
I personally, would have a huge problem with my daycare if they punished my child for a perfectly normal reaction. She is a baby, with limited reasoning, not a 10 year old that can be talked to.

Poor thing. She will be afraid of a clown for quite some time. My son was afraid of a clown, too... it lasted until he was about 5.
The teacher should have taken off her costume when she realized that someone was very scared of it. How cruel of her to give the child time outs instead.
Wait a little until she is ready.

We never took any of our children trick-or-treating when they were young toddlers. Instead, we would dress them in their costume and have them help us hand out candy. This seemed to help ease them into the Halloween thing so that by the time they were 3, they were ready to go out.

I think you need to reconsider a daycare that would put a little child who is genuinely afraid if time out! that is awful...I am appalled by that. I think I would have to change day cares.
As far as the Halloween thing goes, skip it until she is willing to enjoy it...why traumatize her over something so meaningless???

then don't make her dress up. This is not critical that she does this.
Personally, my boys HATE Santa, and do not find any joy in a big fat guy with hair all over the place who never seems to get them ALL the things they want, but promises everything. He yells "HO HO HO" which means nothing at all, and he talks all muffled. Babies shriek at this...take a hint...don't force your baby to do meaningless things.

DO NOT PUSH HER IF YOU DO YOU MAY SCARE HER FOR A VERY LONG TIME. WHEN KIDS ARE YOUNG THEY NEED TIME TO LEARN WHAT THINGS ARE. JUST BE PATIENT.
