I'm speaking from about 5 years ago, but as I remember:

Most people in 2nd year of a-levels (or A2, as they're now called!) would have applied to all universities to get conditional offers (i.e. if you get 3 Bs we'll let u in ;-).

Students who fail to get the grades or apply early will have to go through clearing, i.e. filling up the last places in different courses throughout the unis. Before this was a hectic process involving phoning all these unis and begging them for a place in their course, but I hear nowadays its all done online!
