I have a Ford f-150 pickup that is getting about 17mpg that would equal 13.5 liters/100km roughly

Depends in car or truck its in. A towncar will get around 24 MPG, CrownVics about 25 MPG, Trucks around 19 to 20 MPG, all depends on the driver and car/truck

My 07 Mustang gets 21 city, 26 highway.

Depends on axle ratio, car or truck.
Grand Marquis/Crown Victoria get close to 30 mpg highway, while truck get 15 to 19

that is entirley based on the size of the vehicle the weight of the vehicle the gearing in the car and many other aspects

Depends....SOHC or DOHC.
My Cougar has a SOHC and gets about 25 mpg on highway

depends on a bunch of variables. engine construction, driving style, environment, car/truck construction, weather, roads.......etc etc
