Two days ago when I was kissing my girlfriend I slowly put my hand in her panties and under her bra. I asked her if she is uncomfortable when I am doing that and she told me that it's okay. But later she told me that she minds that. I felt terrible after, because she told me one thing, and later totaly opposite. I know that she loves me as much as I love her, but she always does that. What should I do because of that, and why does she minds that ( I'm 15 and she is 14)

She was caught up in the moment or caught off guard and was afraid to tell you no.
Slow down your pace.. She will let you know when she is ready for this. There is nothing worse than feeling pressured to do something you are not ready for....

It sounds like she is not ready to make that kind of desicion, if you love her youd be mature and understand that. Those kinds of decisions are crucial desicions lots of people waite till they are married because you are investing serious emotions that if anything ever happened and someones feelings changed they would be in serious condition. Some people dont even want to take a chance. Id keep courting your girlfriend your young, id see how things pan out over the years.... and then id make a desicion, if your feelings are true youd waite.

you are far too young to be going that deep into a relationship. neither of you are mature enough to handle the complications of sex. i think you need to take a step back.

maybe she likes it and she doesn't want to ruin the moment but feels it's wrong cz U'RE STILL YOUNG FOR GOD'S SAKE dude!
