the guy in the flat downstairs has a cat that poos in the flat. the smell is strong enough to be smelt in the communal front porch. It is disgusting and embarrassing. What can I suggest he does? If he puts her out she comes in through our window (we are on the second floor and our cat uses the window as his cat flap) and poos in here! What can we do?

First,tell him to buy litter box,that's not expensive(you can get at the pet shop).then,you can tell him to give some litter box training.
Cats are not born knowing how to use a litter box and will need you to help train them. When your cat begins nosing around in the corners of your home or squatting, put her in the litter box. Gently scratch her front paws in the cat box filler, so she realizes this is the place to deposit and cover waste. Should your cat have an accident, wipe it up with a paper towel, and place the towel in the litter box. Then place her in the litter box and scratch her front paws in the cat box filler to reinforce the idea that this is where the waste belongs. Do not punish your cat for having an accident. This won't help her to learn to use the litter box, it will only teach her not to eliminate in front of you.
When your cat begins to get the idea, don't take her good behavior for granted. Continue to praise her for using the litter box.

Does he clean out the cat box on a regular basis. If it isn't sand that hard clay gets like cement and they can't use it.
It takes a few seconds to clean out a cat box do it every day.
Wall Mart brand of sand is cheap and easy to clean out.
Get a water gun and when they come around squirt them with a water pistol. Doesn't hurt unless you get an atomic blaster or something. That is how they train cats because they hate water.
Works better than a bb gun which is cruel and unnecessary.

Tell him to buy a litter box, for Pete's sake! If his cat is not litter trained, then suggest he sprinkle a bit of catnip into the litter box to attract it.
Or, and this is gross, it could just be this man NEVER cleans the cat box(es) he already has, leaving the cat no choice but to poo everywhere else.
If he does nothing to improve this after you speak with him, call animal welfare. That poor cat does not deserve to live in filth.

if the cats takes a **** in the flat, you should tell the cat not to do it
Look angry, get louder...grumble with it....thats the best way to do it. Point in the garden and tell him, as you were talking to another human, that he should go outside to ****.
imagine that its a baby who poos in his pants all the time. Now what would you tell the baby to do it right? cats are smart....just tell him 2 or 3 times and he will stop.

He is probably not emptying her litter box!!!! If the box is clean the cat will go into it! But if it is dirty the cat will use other places! Maybe you should call the RSPCA!!!!!! He is probably mistreating the cat!

try to find some animal diapers. or buy a litter box for him they are not expensive.

put something up on the window so he can't get up there.
