No it's not safe.
It's not 100% pure ethanol. If it's anhydrous ethanol, then it will be close to 100% but will have methanol or jet fuel (JP5) added to make it unsafe to drink as well as unable to be made non-toxic. This is done so that it can be sold without the beverage taxes charged on alcohol for drinking. Anhydrous alcohol is very expensive to manufacture, if it were left in a drinkable state, it would be even more expensive. Generally, anybody who uses pure ethanol doesn't do so for drinking, so this is ok. Even if it wasn't denatured (made unsafe to drink) it would be so expensive that it would be a total waste of money to dilute it to drinking strength, anyway.

you can make a traditional drink:
1. 5 kg berries +3 kg sugar put them in a glassbowl cover it with gauze and let it stay in the sun for 4 weeks.
2. mix it with 3 l alcohol and leave it to stay for 4 more weeks
3.pass the liquid trough the gauze
Have a nice party ,now you have 11 l of alcoholic drink

another recipe :
fruit salad
2-3 kg of exotic fruits sliced in 1 cm pieces, 1bottle of red wine, 500ml of cream and 500ml alcohol .you may need to add sugar to adjust the tasteHave a nice party

It's safe to drink.

It is NOT safe to have it near any open flames - it is highly flammable.

Let me add:

It is VERY important that you are sure of the origin of any liquid which is labeled ethyl alcohol, no matter what the strength. Ethyl alcohol not intended for consumption is definitely denatured with other substances which are not good for your health.

BE SURE it is intended for consumption. I would trust it if it were labeled "reagent" grade, or U.S.P. (united states pharmacopeia), or labeled "grain alcohol" (which you can buy at liquor stores).
