if they said " If u dont ever wanna talk to me again, thats fine", does that mean they dont care about the relationship anymore?

It means exactly what the person said.Take it literally.No it doesn't necessarily mean that they don't care about your relaionship anymore,it does however sound like your fighting and basically the bf/gf is giving the other person the option.It's up to them if they wanna continue talking to the other person.
Someone who didn't care about the relationship would more likely say Don't talk to me ever again cause i want nothing to do with you.It's over and i never wanna see or hear from you again.

Usually when people say this they are frustrated and venting out that fustration. Most people who don't care about a relationship anymore will say that they are breaking up with you.

You are probably didn't give sufficient time for your bf/gf that as a result your bf/gf throw out this sentence. Your bf/gf is giving you his/her last warning that if you still don't pay some attention to him/her, then he/she is going to leave you soon.

They care. They're just protecting themselves. So if you say, "I don't want to talk anymore" It can seem like you haven't hurt them.

doesnt usually mean that.... it means that they are either trying to express themselves, and thats how they're putting it, or that they are afraid you would be mad and never want to talk to them, so they say that so hopefully you wont get mad, or if you do you'll think they're not hurt.

not necessarily. people say things out of anger that they don't mean. it could be true, but you won't know unless you ask them once they have had a chance to cool down.

She's probably just scared and trying to get you to try harder...Girls are twisted in their ways of trying to let the guy know what they want. (trust me I shoud know)
