no, it's not true.
i think that people with the same skin color often come from the same backgrounds, and therefore share the same culture - so they're attracted to people with the same culture and background as theirs. that's not always the case, but it is sometimes.

If you see people as color, then you will have a hard time finding the right person for a meaning relationship.
