I would say anything that works those muscles under where you've gained the weight. Do leg lifts and butt crunches(with the hands and knees position, and not pushing up toward the ceiling-too hard. Try to just direct your foot back gently toward your head keeping your knee bent, but don't push too hard with this exercise), and I've also found that jogging really kicks your metabolism into gear, and burns a lot of fat. Try yoga as well. It has so many benefits besides weight loss. It just makes you feel good, and more motivated to exercise. Helps you breathe better, too, because you're expanding your lung capacity. Also, since you are 15 yrs old, it's very imortant to focus on over-all health, rather than just losing fat. If you exercise the right way and eat a healthy diet, the weight will automatically drop off without extra effort.

First off, you can't reduce ONLY your hips, it's called spot reducing and it's a myth. when the fat comes off it comes from all over your body, although it will come off some areas quicker than others. Exercises concentrated on a particular body part will tone and strengthen that body part (which is a good thing anyway) but it's best to concentrate on whole body fitness.

If you want to lose fat, some sort of cardiovascular activity for at least half an hour at least three times a week is the way to go. Also, weight training once or twice a week will help add a little muscle (you won't bulk up, muscle growth is controlled by testosterone and girls just don't have enough to get really bulky without steroids) and also raise your metabolism, so you'll burn the fat faster.

It's not a good idea to go on any restrictive diets, since you're still a teenager your body is still growing and developing and you need enough nutrients etc to make sure you don't get deficient in anything. Eat lots of fruit and veggies, whole grains and lean meat, try to cut down on junk food (every now and then is ok, but living off McDonald's and biscuits is plain unhealthy) and you should be fine. If in doubt it's best to talk to a nutritionist or fitness instructor at a gym, they can help you design a program to suit your needs and goals.
