I've looked all over the internet and as I suspected I could not find anything talking about a rise in the levels of the neurotransmiter histamine causing a rise in the neurotransmiter dopamine. Honestly the two have completely different functions - and I don't see why there would be a link. Check out the wikipedia pages on Histamine and Dopamine...
