According to the Inter-State Compact they have 90 days to obtain the defendant. The ten days was probably referring to the time allowed until the first hearing is scheduled.
Every 30 days there will be another hearing to "update" the court. If after 90 days the state has not moved him he will be released on these charges only. If, however, when arrested, new charges were filed they will still be there.
All of the above is void if the defendant waived extradition because that admits he has charges pending and does not "fight" the extradition.

In Ohio it used to be they had ten days in which too pick up the prisoner after the extradition order is issued. They often wait until the last few minutes before letting the prisoner know they are there. They always are there with the cuffs and leg irons. I am not sure if it is still ten days but I know it used to be.

It depends on the state he committed the crime. At the time the murder was committed state law could say they have 100 years to expedite. Even if the law changed to say currently they have only 1 year to expedite, they can still follow the laws that apply at time the murder was committed. YOUR friend committed murder. I think that the Oregon DA knows what he/she is talking about and won't let this one get away.

if he has other charges in ohio, he ll have to get that over with first crt app. attorney should help him, im sure they will come get him at some point.when your in jail they will let you set in there as long as poss before they tell you any thing
