What does it mean to contact your support personnel when you get an error?

I'm already an Admin but i still can't access to fix this error.

It means you are not the Adminstrator and don't have Adminstrator Rights. If you using Windows 2000 or XP, you may be only set up as an User with the basic User account. It takes a password to log in as Adminstrator if you are just an User account.
