Its different for each person. I've had my tongue pierced for 7 years but it will close up rather quickly, sometimes within days. Its not usually the whole thing that closes, but more of the bottom hole that won't budge so I end up having to go back to the piercing place and they push it thru for me. I have a friend who's hole didn't close and her's had been out for a couple months and she tried to put a stud in it and it went right thru.

Why you'd want to poke a hole through your tongue is anyone's guess. As for the ring hole filling in, I'd presume that it would take quite a while - perhaps never - for enough scar tissue to form inside the wound.

You see, a tongue, unlike an ear which is shaped from cartilage, isn't adapted very well to having wounds inflicted like a hole bore through it. What, you haven't considered getting a forked tongue yet?

Do you mean close up? Well, I had mine pierced for 5 years and took it out 2 years ago and can still put it in...but I guess it is different for everyone.
