In a working environment , a clean room, where they do instrumentation and computer chips, a Hospital definately an infectious disease ward. If you are talking about Countrys or Cities, then its Singapore by a long way. In Singapore if you litter it is a SIN$500 fine, so it is very very rare to see any litter, and until just recently chewing gum was a banned substance because of the pollution by uncaring users.
