Native American Indians are that way by birth. As far as I am aware, there is no recognition by the federal government of naturalization into an Native American.

The native american tribes in the United States are going to have to sit down and think carefully in order to have good strategies to avoid being used as a vehicle and conduit for people trying to illegally gain access to the United States. While they do enjoy special status as Nations and the laws are different, there's already been one news story talking about people buying transport across the indian reservations....

You have to have specific proof and documentation of blood degree and lineage to be tribally recognized. There is no way he can just "decide" to be a native american and have anyone actually recognize that, you have to be born into it.
