It's probably dander. Shed skin cells. It gets excessive like that when the dog is allergic to it's food (or needs a bath, get a good dog shampoo like Earthbath or Tropiclean). Read the food label, if it contains any corn or wheat products, or if you can't pronounce everthing, consider switching brands.
Read "Foods Pets Die For" by Ann N. Martin for all the gruesome details. You will be shocked and amazed.
Innova EVO, California Natural, Artemis, Wellness and Canidae are all great foods. They have websites, look them up.
Good luck

We have a dog that has a weak bladder. So we took her to the vet and she is now on Propalin which is a steroid for humans but will help the dog with it's bladder problem. diapers will not help same with puppy training pads. If it pees on purpose it's a whole nother story but if it tends to pee in its sleep or dribble unexpectedly you need to go to the vet. For the mold problem... we use kids and pets stain and odor remover. To make sure now mold grows take like a five pound dumbbell weight and put it on top of a rag that's on the pee spot after you use a cleaner. Hope this helped!!!

He probably has dry skin. Give him a bath using a dog shampoo with vitamins A & E. They'll add moisture to his skin. And brush him.

I agree. Dandruff is a logical answer.
Try a better diet. Buy good quality dog food. It does not have to be the most expensive food...just good quality.
