Instead of using a shotgun approach by sending out to potential borrowers, why not mail pieces to real estate agents and follow that up with phone calls? Keep in mind that any advertising is not a deal where you send one piece out and the deals start flowing in.
Successful advertising campaigns take repeated "touches" (multiple times sending out your message to the same person) to be highly effective.
You could also be an expert in your area and that will give you more exposure and hopefully more business. Offer to write a weekly column (short) in your newspaper that tells where mortgages are, pitfalls for borrowers to avoid, etc.
Have you let everyone know that you do mortgages? You can assist that by joining a leads club that meets weekly usually for breakfast. In a typical leads club (something you could easily start by the way), there is only one of each respective industry (1 realtor, 1 mortgage person, 1 pest control, etc)

Try an ad in the real estate section of your local Sunday paper. Also, promotional pieces such as magnetic business cards. Get signs (like the campaign ones) and put them on corner intersections of the street. Also check with real estate companies about their pamphlets and buyers guides...see if you could run an ad in those to target buyers. Good luck.

Try the classifieds "homes for sale" section of your local newspaper, and see if there are any of those thick magazines with homes for sale in your area. Advertising in those is targeted at people you want to talk to - home buyers - and is usually inexpensive.
For refi business, try the main news section of your local paper, as well as radio.
