here are some reasons:

1. Inventories occupy space. And taking more space = more expenses for business. therefore, rebates is a good tool to attract customer to purchase those inventory.
2. People loves free and/or cheap stuff. Rebates give customers an incentive to purchase.
3. With Main-in rebates, you will have to give the business money first and get your money back later (few weeks to few months or never), this will increase business cash flow. They can use those cash to do investment, pay expense, and others.
4. Not every customer will be able to get their rebates money in (by not mailing in the rebates, late, or missing documents), so businesses can still earn more money than they actually should.

When someone has a lot of inventory, it's the same as keeping money in the mattress. It messes up their cash flow. They need that money from sales coming in, so they need a way to get that stuff off the lot, and rebates are a good way.
They can make financing easier. You can tell the bank you're making a 10% down payment, but you actually get it for 5% or no down payment because the rebate makes up for it.
They also keep the seller from having to raise prices when demand is back up. He just stops giving rebates instead.

I don't understand ... why do they make you so angry? They're so you can try a product for free ... or at least for the cost of a stamp. Sometimes I use a coupon on the item and then send in for the rebate and make money on the deal! If you got cheated on a rebate you need to get on the phone to the manufacturer. If someone is cheating people on rebates and they do it enough they can get into some legal trouble.

Rebates are an incentive to purchase and then most people don't send them in.
