If the car was not built with seat belts, you are not required to add them, but it would be a good idea. I used to own a '69 Mustang, and it came with them. A decent body shop should be able to weld in the appropriate fittings so they can be added, and if you get ones like the ones that were in my car (either reproduction or used) they won't look out of place. Your car may even have provisions for the belts already if they were an option that year. If you are not keeping the Mustang as a show car, I recommend having them installed because I personally walked away from an accident that would definitely have been terminal if I hadn't been wearing my belt. If you have it as a show car, then you may want to check into what installing seat belts would do to the value of the car. If they were optional, it may not hurt the value at all to add them.

Even if the car was not made with seat belts, you can still be issued a ticket for not having one on because the law nowadays states the driver and front passenger must wear seat belts while driving. You might want to find out how to have seat belts installed at a dealership or local mechanic shop.

If your car did not have seat belts when it was manufactured then it isn't required as it could be considered a classic and would take away from the originality of the vehicle but it would be to your advantage to check with your local state DMV office

Check with your state goverment to find out what the laws are in your state.
We have seat belts in our 67, but if we got in an accident, I would be more worried about whiplash because of the low backs on the seats! just a side note!

If I am not mistaken, I think seat belts were still optional equipment in 1966. So, you might not.
