You absolutely want her to get Rosetta Stone, they have a cd set that will help her to learn the basics all the way through conversational german. You can either order online at www.rosettastone.com or you can visit your local mall they usually have a kiosk in almost every mall...she'll be a pro in no time.

There are several sources out there for German.
You hire a tutor for her to give private lessons, which would be especially good once she gets into the conversational portions of her studies.
Additionally, there are several libraries with materials of various levels including magazines in foreign languages-these can help her. Start by getting her favorite book that she knows by heart in German, also a dictionary.
The Muzzie or something like that series has german too if I'm not mistaken.

I am learning German in university and one tip I picked up that has helped me enormously is to put post-its with the German names on various items around the house. For example, I have a post-it on my phone that reads " das Telefon." Because I see it everyday, it doesn't feel like studying. Also, colour coordinate the post-its with the three genders in German:
Masculine: blue post-its
Feminine: pink or red
Neutral: green
