I can tell from my limited eductaion and Latin, and strong grasp of the english language it's referring to War and Peace(not the book, just the concepts) but I can't seem to make the rest of the words form any sensible phrase. I've found places that will translate the individual words, but when Ii combine them I can't seem to find a coheseive sentiment.... I hope someone can help me. Thanks

The word for word translation would be as following :

"If you want peace prepare a war"

Parabellum is also the brand of a german pistol.
