Long island was originally parceled out to English noble families by King Charles II & their holdings were referred to as "counties," following the English model (a "county" originally being the fief of a Count.) New York City consisted only of Manhattan Island until 1898 when the N.Y. State legislature allowed it to annex the adjoining counties. The residents of the various townships of Queens county were allowed to vote on annexation & the westernmost voted for it & the ones further east against, so the latter were allowed to form their own county, Nassau, and the others were annexed as the Borough of Queens. "Borough," as I recall refers to a political adminsistrative or electoral district, as opposed to "county."

Because 19th century "annexation" schemes just don't have the popular support they once did. It is unlikely any major U.S. city can convince a state legislature to let it take over the neighboring counties nowadays.

In fact, New York may eventually shrink from five to four boroughs. if Staten Island had its way, it would be an independent county of Republicans...not a part of liberal NYC.

Isn't having 5 of them enough? Nassau and Suffolk are counties, and are not considered part of New York City. Be thankful for small favors.

because it's a county,suffork,nassau there are only 5 boroughs.Manhattan,brooklyn, bronx, staten island,queens
