Yes if that is their consciousness at the time of death then they would get a dogs body. If their master gave them meat it would not be a sin for the dog because animals are allowed to eat flesh without getting any karma. So it is the consciousness at the time of death that determines your next birth. eat, sleep, mate and defend but do not want to serve then become a dog or some other lower animal.

reincarination in Hindus or bhuddists could be in the form of dogs and cats or any other and needs no practice of vegiterianism
reason :
you need to play the role you are awarded with based on your earlier deeds .if they were good enough they again have the veggie masters who feed veggie else if their karmic deeds were so bad they land up in houses of people like you.
comming to hindu restaurent serving with meat only 30 % of the hindus are veggies who belong to priestly class and business class from ages the rest are non-veggies like you are.
serving beef in indian restaurents is only a business concept but not to eat.

they do reincarnate but they probably wont have the same state of mind
like if you were reincarnated from a cat that came from another human yo wouldnt have the cats or the humans memories so they probably would dig into the kibbles n bits

I did not know that Budhists were vegetarian, except for certain sects of Budhism. Not all Budhist sects subscribe to reincarnation, as we understand it You may be refering to Hindus.

what has vegetarianism to do with Buddhism.? It has nothing to do with Buddhism. Gautama Buddha himself spoke against making it into a tradition or anything of the sort. He told his students to eat everything that came into their bowls, just to be aware of what it was that they ate.
