No, never! this might nicely be a sort of "guy-made rules" it rather is meant to assist us show the season of Lent. the belief of giving up meat is that that's meant to be a sacrifice. that is incredibly greater of a custom, and for Catholics a minimum of, there are all varieties of loopholes. that's the belief at the back of it that counts: simplifying your existence, slicing out what might distract you, sharing what you have with the destructive, etc.

Serious answer. I'm not sure what fellatio is ,but it goes against the bible don't do it. and if it doesn't, don't be so wrapped up the the catholic religion and the catholic teaching in other words your free in Jesus and you don't have to follow the rules and regulations of the catholic church. Follow Jesus and what the bible says and the Holy Spirit in your spirit. Where in the New Testament does it say to do Lent and practise other religious days. That's all in the Old Testemant and Jesus came to fullfill the those old times.

Only if you are Catholic because meat is prohibited on Fridays. Fish is acceptable on Fridays and that's all the further I'll take this joke.
