It could be a bunch of things, most of which are harmless - what I mean is, that it probably isn't some horrible disease. Just have her go and see a doctor. That really is the best and only way to know what it is and how to treat it. Good luck.

This condition could be a couple of different things. Eczema, Hives, Contact dermatitis and a host of other this that are to hard to spell. Most the time this problem is a simple eczema "rash" brought on by a weather or climate change. Please have her go to a dermatologist and get diagnosed.

Only on her arms? And they go away and then return? I'm suspecting allergic reaction, either to a particular shirt or sweater if specific to the arms or possibly detergent if they are body-wide. Try to see what the pattern is if any. If there is no pattern then you may have to see a doctor to have them identified and treated.

could be bed bugs tell her to sleep outside on the porch for two nights in a row if that helps get a new bed if not go to the Dr.

hives?
are they big like mosquito bites? shes probably allergic to something (detergent, lotion, perfume, fabric softenener).
if they are small, i would say eczema?..
cortisone cream (available at the drugstore) should do the trick until she can get to your doctor so he/she can confirm..
