My daughter was completely potty trained at 2 years 4 months. I found that she was wetting herself trying to get her bottoms down to get on the toilet. Make sure that she actually GOES when she first feels the urge, try to encourage that instead of waiting until she ABSOLUTELY HAS to go. That way it will give her more time to get her clothes out of the way and climb up on the toilet.

A short skirt should be easy as long as she is not wearing tights. Just tell her to pull it up. Same thing with the ankle length dress. Jeans and shorts that have elastic waist bands are pretty easy for a 5 year old to pull down and back up again, but zippers and buttons may be very difficult. You can have her practice buttoning and unbuttoning her pants but it may take a while before she is able to do it on her own. Bathing suits, leotards, and tights will be difficult for her for a few more years. It is normal for her to require assistance with these things to get them back on right.

Give her short phrases to remember so it will be easier for her

1. A short skirt - pull skirt up and hold- underpants come down
2. An ankle length dress- pull up and hold- underpants come down
3. A bathing suit/leotard- take off
4. Tights in general with dresses/skirts- pull down
5. Jeans- pull down
6. Shorts pull down

When she gets dressed in the morning. You can ask her if she remembers how to fix clothes (pull up, pull down, etc)
if she is able to explain it in her words she gets the idea. If she's not sure you will have to show her again and have her practice so that gets comfortable by herself.
Keep extra clothes in case an accident happens and don't get mad at her. It may take practice.

The only ones I can see that would be a problem are bathing suits and leotards. Those you just have to take completely off.

It sounds like she needs help with fasteners (buttons, snaps, etc.). You mentioned trouble with a lot of bottoms. Have her practice undoing fasteners. And make it a goal for her to go to potty by herself. Start off helping her, and have her build up to doing more and more for herself until she can go potty by herself.
