ok first of a setting lotion can be used on old and young alike they are used to help a style keep its shape ex styling gel and styling lotion same thing dirfferent texture. a mousse is used more for volume and control. which one you need would depend on what you wanted to do to your hair.

Old people like to put setting lotions in their hair before the have their hair set with rollers. After the rollers are remove their actually does not move. The lotion can look flaky if you comb it. Mouse will give your hair volume. It has a lot of alcohol, so it's works well on hair that is fine and limp.

mouse adds volume...setting lotion is more for smoothing hair and holding it in place
