The literal translation is simply "Want you?"
The 'voulez' is the french verb 'vouloir', with roughly tranlsates as 'want'.
The 'vous' is second person plural, or a polite version of second person singular. It roughly translates as 'you', either a applied to a group, or to a single person in rather polite fashion.
Putting the verb in front of the subject makes the phrase interrogative, i.e. a question.
The appropriate translation would be more of a 'Would you like ....?".
For example; "Voulez-vous venir avec moi?" would be "Would you like to come with me?".
Or "Voulez-vous le dictionnaire?" would be "Would you like the dictionary?".
In each case, the above is either addressing a group of people, or a single person who they either don't know or want to be really polite, and a little formal, with.

It means would you like to. It was a huge song in the seventies, as in "voulez-vous coucher avec moi ce soir?"

"Would you like (to)...?" Then you must add a noun or verb.
