I believe so, seeing that nicotine is in all tobacco products. Unless the cigars are super filtered!

Cigars contain tar and nicotine, but they are NOT the same as cigarettes. While tobacco smoke is a hazard, especially secondhand smoke, cigars have not been treated with ammonia the way cigarettes have to freebase the nicotine when burned.

The ammonia treatment makes cigarettes much more addictive than cigars.

Cigars are NOT safer than cigarettes, there is no "safe" level of exposure to tobacco smoke. But they are far less addictive.
