I have a three year old small breed whom I have trained to do her do inside (on a puppy training pad of course). But for some reason she's a hit or miss kinda girl. I want to train her to do this outside now, Is it too late and how do I go about doing this? Help.

if the puppy training pad is working then gradually move it towards the door and outside...if she is trained to go only on the mat then chances are she will have to be trained to go off the mat aswell...moving it outside and onto the grass will encourage her to keep doing it on the mat, but outdoors...for the first few days take her out regularly to the mat and always ask if she needs to go...I used the phrase "Toilet time" for my dog and when i said this he would run to the door...eventually he didn't need to cue but would take himself to the door and whimper to get put out...

well like you say it is late but crate training helps as it helped my dog he now tells us by whimpering or barking that he needs to go potty so we take him out to do his duty
