If you go to Panorama Lounge which is on the 51st floor of the Manulife Centre you will have an absolutely incredible view of the city. The cost to you will be buying a drink-so that can be a soda if you like! But MUCH MUCH cheaper than the CN Tower and the view is perfect!

"Panorama serves up plenty of both along with a strong romantic feel from on top of its perch on the 51st floor of the Manulife Centre. The view of the city is incredible and can be admired from the city's highest outdoor patios on both sides of the building (north and south), with teak deck chairs and small tables for sky-high socializing. If inside is more to your liking, the main room and bar has floor to ceiling windows with a spectacular city view."

Hi - other than the CN tower, there is no other option. The office towers & apartments don't allow public to access buildings. Another idea is to go to Casa Loma and Spadina Gardens an old mansion that is open to tourist. Instead of paying to tour, just walk around. Its on a high point and provides a good view (south) to downtown area.

Sheraton Hotel, Toronto City Hall (the one with the flying saucer) and the TD Centre all used to have observation decks but I can't recall if they were free. Probably not anymore.
