Job 9:7 (King James Version)
7(God), Which commandeth the sun, and it riseth not; and sealeth up the stars.

If God wanted to stop the 'sunrise' he would have to 'command' the Earth to stop moving, not the Sun.

Because that was the universal scientific belief of the time. Such inaccuracies are irrelecant to the message of the Bible. The Bible includes no errors in its presentation of God's plan of salvation, and that is its only purpose. If you try to read it as a book of science or history or economics or any other subject irrelevant to its intended purpose, you may very well find some inaccuracies. They are irrelevant. The writings of the Bible are a cooperative effort between God and the men He chose to write the texts. God ensured that what He wanted included would be included accurately. But He did not dictate the contents word for word,as some fundamentalist sects would have us believe. God inspired the writers, but they wrote it down in their own words, and something of themselves is therefore in the text as well. Which of course is why the style of one biblical book is so different from the style of another. We can rely on the Bible to provide us with whatever God intended it to provide us with. Anything else that is in the text is not significant.

You could make the sun "not rise" if you made it revolve around the Earth once every 24 hours as though in "geosyncronous orbit".

It seems like an inefficient way of going about it, but hey, God works in mysterious ways. Let's not question.

In the history of mankind this was the belief until relatively recent.

Why wouldn't it, that's they believed. some thought them crazy enough to preach what they did. If they started saying the Earth is round and goes around the Sun, they would have been killed on the spot. DEVILS!

That was in the old testament, before Jesus made the earth revolve around the sun. Scientists know Jesus changed the solar system so the earth revolved around the sun, because it also caused the calendar to change from B.C. to A.D.
