Just an extra peice of paper and a little more money.
If its the owner and the title was lost...a form to replace the lost title would have to filled out and signed by the previous owner/s.
Then the dept. would just charge you what ever the cost is for the lost title...thats about all.

You will definately have to apply for a new title and search (can be expensive). When complete you may find out bad news about car (stolen, salvaged, etc.) You should really know this person and trust them.

You won't be able to title, register, or drive it. You may be purchasing a stolen vehicle. NEVER purchase a vehicle without a clear title! EVER! Legally you won't even be able to junk it.
