i just need 10 seconds of music used as ringtone. don't need a complete song.

Put the file in a .wav format and then open it in Sound Recorder.
Then you can delete the 10 sec passed the point you want.
It is an ancient program put it defiantly gets the job done.

Get VLC media player from http://www.videolan.org/vlc/

Or just use the sound recorder that comes with Windows to record the part you want to a separate file. ( Start Menu\Programs\Accessories\Entertainment\Sound Recorder )

You need an audio editor but those are usually designed for specific file formats like .wav or .mp3.

rip the whole song and then cut the 10s you want using Goldwave. (free download from www.goldwave.com)

use audacity and just open the MP3/WMA/OGG file and just edit out 10 secs.
