PLPD is personal liability and property damage. It covers any damage to someone elses property that is your fault. If the accident is clearly not your fault you need to collect from the at fault person. Find out what your losses are, then get their name and address (either you got it at the scene when you exchanged information, or it's on the police report) and send them a bill for your loss. You should also report it to your insurance company so they are aware just in case the other driver contacts them claiming it was all your fault.

Who was at fault? If it was the other driver, you file a claim directly with the other person's insurance because you don't carry any coverage for your vehicle damage. So your carrier would not pursue the other person's insurance.
If you're at fault doesn't plpd cover damages to other vehicles if you are negligent? They would just claim against yours.
