NEVER USE FABRIC SOFTENER ,NEVER, NEVER, NEVER.
Fabric softener is a wax that coats the wall surface and will not allow paint to adhere fully. This stupid diy hint just will not go away. I have given bids to remove paper and to prep walls for painting and to paint. I'll come back later and the home owner removed the paper themselves and used fabric softener. I usually charge $150-$250 extra for labor to correct this crap.
To remove wall paper: Duct tape plastic to the baseboard and drape on to floor. Put drop cloth or rags on plastic to soak up water . Score the wallpaper using a paper scoring tool(paper tiger)if the paper is not absorbent on the exposed side. Using plain warm water soak the paper until it darkens on the scores .repeat this as often as 3 or 4 times. Go have a 5 to 10 minute rest, come back, use a dull 4inch taping knife with rounded off corners to scrape the paper off. You will need to fine tune your attempt from this point. All paper does not respond the same. Scrub the glue off when paper is gone. When you think its clean of glue, scrub a few more times.

First get a disposable plastic drop cloth (not to thin) 4mm is good. Buy some painters tape (blue masking tape) 11/2"-2'. Tape the plastic to the baseboard (baseboard should be dust free). Smooth the tape down (if water doesn't get under the tape it will hold) leave slack in the plastic so you don't pull it loose. If you have a Hudson sprayer use it, if not you can get a small plastic one at Depot or Lowe's for under $20. Fill it 2/3rds with your hottest tap water then ad 4-5 drops of dish soap, pump it up and spray about 4-5 strips of wallpaper, start at the top and go side to side (keep pressure in the sprayer) you want the hot water to penetrate the paper. wait a few minutes then try to peel back the top corners. Once you get it started you can spray behind the paper. Use a wide putty knife to scrape the wall (cheap, thin putty knives are more flexible and there is less chance of gouging the walls) you should pick up some spackle too. If you have some old cotton throw-away rags throw em' down to absorb excess water (before you begin). When your all done peel your plastic from the corners roll the whole thing up and you'll have no mess left to clean up provided you haven't walked off the plastic with your shoes on.... Good luck

We had some of the worse wallpaper on our walls when we moved in and let me tell you that we tried everything and then we came across the product called Dif you can get it almost at any store. Also one of those things that scrape up the wallpaper so it can soak thru. Try to get the top layer off if you can and then expose the underlayer of paper. It is easier that way. The dumb dumbs that lived here before us put the wallpaper on directly onto the sheetrock. Who in the heck does that? Ok so we had to have a professional come in and do those rooms since it was tearing up the walls and have them then texture the walls afterwards. UGH!! I am sure you will have better luck than us. Good luck!! Dif really works well. It peeled right off.

I just went through this about a month ago. My wallpaper was 14 years old. I bought the DIF stuff and it was way to gross and didn't work well. (IT FELT LIKE SNOT and left a residue that you have to wash off ) I used warm water after the DIF disaster and it worked great. I did use the paper scrorer and as long as you don't put to much pressure on it there were little to no marks to mud. The reason for using this is because you have to be able to get water under the first layer of wallpaper.

The key is to peel off as much of the top layer of the wallpaper to reveal the undercoating (paper and adhesive), then use a mixture of warm water and wallpaper removal solution to soften and dissolve the adhesive. Scrape off the softened adhesive with a putty knife or wallpaper removal tool. Then clean the wall very well to remove any remaining adhesive.
Also, I recommend you use solvents designed for wallpaper removal (such as DIF wallpaper solution) rather than Fabric
Softener, which will leave some hard-to-clean residues behind.

Use 1/3 ammonia and 2/3 hot water in a pump up sprayer ..if you use a wallpaper scratcher be gentle enuff as not to poke too deep of holes. Saturate well while using rags on the floor. Most of all..... be patient while mixture can absorb and loosen the glue!

20 years ago the glue on wallpaper was probably much the same as it is today. Completely soak it with real hot water and it will probably peel off.

Soak the wallpaper with fabric softener & water, I used more fabric softener then water in my mixture and it works. You also can use a blow dryer or heat gun to soften the glue.

I think its 2 parts water / 1 part fabric softener. rip off as much of the wallpaper as you can.. this should take off the vinyl part leaving just paper, use a sponge to saturate the paper, wait a bit and then use a puddy knike to peal it off.
I use Hot soapy water myself. but thats the fabric softener mix.
Dont use one of those damn hand held paper scoring things.. they tear up the wall and then you have alot of mudding to doto fill all the little holes and knicks... Been there / done that / never again!
