When you die, your brain stem is the last to die. That control breathing and heartbeat.
A person can be clinically dead and still have what is called agonal respirations...which are breaths about 1-2 a minute. Pretty much just the body doing involuntary muscle spasms, since no air is actually going into the body..
So yes, your brain tells the rest of the body it's dead.
