Ugh. You couldn't pay me to take the bus while hauling luggage. I'd say either get a taxi or, if you are brave, see if the trains to the airport run early enough to get you there on time.
If you get a taxi, negotiate a price BEFORE you get in. If possible, find a driver who will give you a good rate and then ask him to meet you there at the time you need to leave.
Depending on where you are travelling, you need to allow 2-3 hours to check in once at Fuimicino. They are not the most efficient airport in the world and regularly lose luggage because of this inefficiency. The earlier you check in, the greater the chance that your luggage will make it onto the plane. We allowed 1.5 hours from arrival going from FCO to Munich, and we barely made our plane.
You can check the train schedule when you arrive in Rome, and you can even purchase a ticket from a kiosk for the date you plan to travel. If the trains don't travel that early, then consider a shuttle or taxi. Allow 45 minutes for the train. It's a 30 minute trip, but it can take some time to disembark and get your bearings in the airport.
Good luck to you!

At 7:00 a.m. the best way is a taxi.
The trip takes from 25 m. to 50m. (it dipendens if on week end or on working day).
You dont have to negotiate a price, becouse from last july the fare rate is €40 (no matter how long is the trip)
Official Rome taxis are white with an identification code on the door, and they can booked by telephone at the following numbers:
06 3570 - 06 6645 - 06 8822 - 06 4157 - 06 4994 - 06 5551.
An operator will contact the taxi closest to you and provide the identification code that will allow you to recognize it, and how many minutes the wait will be.

There is a bus, just go where you are, ask for Fiumicino, they gonna tell you. The bus go straight to Fiumicino from Termini. I think they have one every 30 minutes.
