When i take a digital picture with my sony dsc-t1, the picture comes out looking smeared.?

This is NOT the blur from moving the camera. It looks like someone melted the picture and the colors ran. I am trying to decide if this is worth repairing.

This is something i'm unable to answer, but you may have a serious problem with the write transfer from buffer to card.

Maybe you need to clean the lens? If the camera is old or has been dropped or handled roughly then it might be a good idea to gt a new one. Not worth the repairs.

sounds like time for a new camera. Get a canon and throw that Sony off a cliff.
