Not necessarily.. He might think he has something on his mouth or lips.. he might be a little insecure and feel embarrassed..
So if you want those lips to kiss you,lean in to him and stop just before you touch him. He will come and get you.
Touching his hand depends on how you touch it.
if you stroke his palm you are giving him the invitation for much more, so be careful where you rub it.Lightly touching his face is much more sensual and effective....
