I am a short to average height and solid build female.
I currently have hair that is below my ears and just above my shoulders. I am looking for a change and am thinking of very short hair at the back (messy & spiked up) while still keeping some lenght at the front (tuck behind my ears).
I am wondering if this will make my face look fatter or slimmer?

do hair down to your shoulders hen get it layered so it will make u look slimmer and if u r not sure ask your hairdresser they always knows what looks good on u

If you cut it to your chin, it may emphasize any chin issues you may have, so be careful.
But, if you have a cute face, do it. A short hair cut will emphasize everything on your face (eyes, nose, chin, cheekbones, etc).
If you have a long nose, keep the layers away from your nose.
And, don't do any bangs.

Layers around the face tend to slim the face. As long as you don't go short and spiky allover, I think it would look fine.

I think you should either have it real short or real long inbetween is just that going to the extremes is sexy. I got braids down my back that I can sit on, Guys love it and I love the attention it gets me. go long, long, longer

it will make your face look fatter trust me i have had it and my aunt who is over weight has it and she looks fatter the shorter her hair goes
