This is not acceptable at all and whether she was drunk or not, was extremeley innapropriate towards a student. Yes, you should report it and as soon as you can because her responsibility as a teacher is to teach and not seduce or molest her pupils or to get herself drunk. This is disgraceful behaviour for her to demonstrate and if she thinks that it was okay because you kept silent, she will think that next time, with you or with some other student, and is highly likely to repeat it again.
You are not responsible for her behaviour towards you and you are not to feel guilty because you didn't know how to respond in that situation. She caught you unaware and you had very likely froze in that situation not knowing what else you could do. No child or adolescent makes stuff like this up and so you will be beleived.
She has now made you feel guilty and afraid to go to school because she got away with it - do not let her get away with this and do report her even if it was a genuine mistake on her part, because she has to know that this is wrong behaviour and cannot be allowed to get away with this. Why should your schooling be ruined over something she had done to you?.
Her role is a position of trust and if she crosses the boundaries in this way, she is not fit to be teaching and should be removed from the school. You are not to blame for what she did and even if you liked any of what she did, does not make you guilty in anyway because she is the one that approached you and innaproriately touched you. Her job isn't to do this and she will be in trouble for what she did, but that isn't your problem and she should be held accountable for her actions as a teacher.
Do the right thing and don't be embarressed about going back to school because no one is going to know except for those you tell and they will support you. I am not suprised you feel the way you do and what happened should not have at all. You are not to blame for why happened!

my advice is to carry on as if nothing happened and forget it. Your teacher probably finds it akward too but if you act grown up about it then you might find it easier to get along and actually learn new stuff.
Alternatively you could report her and she'd probably end up losing her job it really does depend on how you feel about it!
