Some elements include good octave range, versatility, the ability to communicate to an audience, and a pleasing voice. It helps if one is poised and confident on stage. An ability to read music would be extremely helpful, but it isn't really necessary.

I think your question depends a lot upon what genre of music you are talking about. Classical I believe is very much a matter of vocal range and vocal output in a performance. As for popular music these days, one has to be a performer ahead of being a good singer. Anyone with vocal talent can stand up and sing a song, but it is the performance that will win over your audience. All musicians and the truly talented ones understand performance as the key to their audiences hearts.

classical or pop, but its the confiednce and stage perfomrnace that make a good singer.
talent doesnt seem to come into it anymore.. it can be touched up by good studio engineers. besides look at the classic rock and indie singers...
and talent and technique can all be taught, but its the personal difference and confidence which makes a singer special for me as a musician!!!
tenacity to get what you want as well without outright arrogance, they are the best singers, a hard mix, but so worthwhile.

Timing and vocal range (you need 2 octaves or more, most only have 1.5).
Proper breathing, and the ability to put real passion into a performance without overdoing it.

This may seem a bit cruel or stupid...But a Pleasant voice.....I know obvious but I happen to know a girl who can hit every note perfect but her voice is just to annoying...I know I'm a cow.....Also not to strong...People who aren't good singers tend to overcompensate by singing LOUDER than everyone else...Shut up!!!!!!! Sorry I do choir at school and I'm just a bit sick of certain people like this.....

Being different, original. There is nothing more depressing than to hear a good singer sound just like millions before him or her. The Beatles were that successful because they were GOOD and DIFFERENT and ORIGINAL !
