Speak with a psycologist. See if you can get her to go in. School counselor, or whatever you can find will do. She might fight it for awhile, but in the years to come, she'll probably thank you.

She really needs to see a mental health counselor, whether from school or from a local clinic. A place where she can have complete privacy, without notification of her parents until they find out what has happened to her to create this self destructive behavior. In many cases of girls who cut themselves and are depressed, there is a high incidence of being sexually abused at home, usually by a family member or a friend of the family. That is why the importance of a place for her to be counseled that will respect her need for confidentiality.
Be supportive, but tell her you really don't like her hurting herself. Tell her your concerns for her and most of all, listen with a whole heart. She certainly has suicidal tendencies, so it is extremely important that she get help ASAP.

Best Wishes and Good Luck.
