I believe so. For the curse on Satan to have a symbolic meaning, it would also have to have a literal meaning for the curse to make sense. However, no harm came to the snake when its legs were removed. It could still get around just fine. In fact, some snakes can climb trees better than most humans. But Satan's fate is much more serious. In God's due time, he will be destroyed.

He crawled upon his belly, I think he was a snake. I also believe he was metaphorical, symbolic.
