It could just have the inability to meow. Either it was born that way or it was abused/neglected.
Take it to a vet and see what they say. The poor thing could be sick or in pain, resulting in it not meowing.

Meowing is a learned behavior. They, as domesticated felines, will only meow to communicate with YOU. Wild cats don't meow. This kitty might not feel it needs to communicate with you just yet. Yes, you've stepped on it's tail, but, it didn't fell the need to tell you about it. The longer you have it, the more vocal it will become. I have 10 cats, and my youngest didn't meow til she was almost a year. I bottle fed her and she never felt she needed to tell me when she needed something, I just had whatever it was ready for her. Now, I can't get her to stop. She talks up a storm all the time. Give it some time. Kitty will open up eventually, but, if not, don't worry, that's not unusual either.

The kitten may just be adopting a subordinate position to the larger or older kitten. If this is the case you may see the kitten crawl on his/her stomach or lie down when the other kitten approaches, both are common ways cats display their submission to the more dominant cat. This said, some cats (like some people) are just noisy and like to have a good shout. I can tell by the sound of my cats' meow whether they are hungry, angry, scared or want to go out.

I have an older kitten who rarely meows. She will open her mouth, and make the meowing motions, but no sounds come out. She will meow once in awhile if she's playing vigorously. Perhaps your cat is deaf or perhaps he/she just doesn't meow. My dad's dog has never barked once in her life, but she cries all the time like a baby. It happens. Mute animals. Take it to the vet and make sure everything is ok!

Some cats simply don't meow. It could also not be able to make noise if it was hurt as a stray. I'd recomend calling in to your local vet and asking if it could be a problem.

Not all kittens/cats are vocal. Give it time, it will meow eventually. Just not as often as others do.

Neither does mine.....i mean it does the little thing with her mouth but nothing comes out, maybe its just how the cat is........Or maybe it has a sore throat it will eventually meow........trust me.

She is just scared, and shocked. She will go meow after she gets used to new environment. Give it few days...
